ARTICLE 1

NAME OF ORGANIZATION
This graduate organization shall be called the Graduate Association of Public Administration of Savannah State University (G.A.P.A.)


ARTICLE 2

PURPOSE AND OBJECTIVES
The purpose of G.A.P.A. is to serve as a resource for Savannah State University and the Savannah community, offering research information and the association's assistance in promoting better organizational, managerial, and operational skills.

The association will lend its effort to:

  1. To provide Savannah State University and community with leadership workshops and various lectures on problem solving.
  2. Developing research programs.
  3. Improving the visibility of the Masters of Public Administration Program and leading to enhance recruitment.
  4. Serving as a base on which all local M.P.A. and affiliates could assemble to exchange ideas and events/plan activities and measure association's effectiveness/set agendas for future operations/and assign various work project;
  5. Adopt a code of ethics for the conduct of our members and affiliates.



ARTICLE 3

MEMBERSHIP
The membership of G.A.P.A shall be regular membership and associate membership

The regular membership shall be comprised of students currently enrolled in the Masters of Public Administration Program at Savannah State University. The association membership shall be comprised of persons employed in the field of Public Administration or students enrolled in the Masters of Public Administration Program at other institutions or other-interested persons. Memberships will be contingent upon compliance with the local organizational goals.

Inactive Status: Any member who is not in attendance for two consecutive semesters shall be placed on inactive status. Student may resume his/her membership by re-enrollment in the program and making their current dues.

APPLICATION FOR MEMBERSHIP
Any eligible person desiring to become a member of G.A.P.A. must submit an application along with a 1st year's membership fee of $25.00. The aspiring member is also required to attend one orientation meeting before application approval.


ARTICLE 4

MEETINGS DATES/TIMES
Meetings will be held every fourth Saturday at 1:00 at a designated location. Times and place may be changed/ and will be announced.

CALL MEETINGS
Call Meetings can be summoned to address any special or unusual circumstance. The president or executive committee calls this kind of meeting.


ARTICLE 5

LIST OF OFFICERS
The officers of G.A.P.A. shall be:

    1. President
    2. 1st Vice President
    3. 2nd Vice President
    4. Correspondence Secretary
    5. Recording Secretary
    6. Treasurer
    7. Public Relations Officer
    8. Parliamentarian

ARTICLE 6

DUTIES OF THE OFFICERS
The duties of the officers of G.A.P.A shall be as follows:

    1. President - calls and presides over organization meetings. In voting, the president votes only in cases of ties.
    2. 1st Vice President - serves in the absence of the president and is responsible for the operations of all meetings committees. Serves as an ex-officio member of all committees.
    3. 2nd Vice President - presides in the absence of the president and the 1st Vice President and is responsible for the operations of all non-standing committees.
    4. Recording Secretary - records and maintains official records of all general meetings.
    5. Correspondence Secretary - is responsible for all incoming/outgoing communications serves as recording secretary when recording secretary is absent.
    6. Treasurer - collects, records, reports, and banks all monies.
    7. Public Relations Officer - is responsible for promoting G.A.P.A. and the MPA program.
    8. Parliamentarian - is responsible for maintaining order at all general meetings (the organization will be governed by the Roberts' Rule of Order).

ARTICLE 7

COMMITTEES
The standing committees will consist of:

    1. Executive Committee
    2. Nominating Committee
    3. Membership Committee
    4. Program Committee
    5. Research Committee
    6. Finance Committee
*Adhoc committee will be formed whenever the need arise.


ARTICLE 8
ELECTION

Elections will be held in May of every year. The term of all elected officers shall be one (1) year. Term will begin in September. (Excluding 1st or establishment year).


ARTICLE 9

DUES
Dues - $25.00 to be paid by June 1st/Yearly (establishment year) future dates will be determined by treasurer/finance committee. All checks made payable to G.A.P.A.


ARTICLE 10

AMENDMENTS
The organization has the right to amend or add any article, any rule that is conducive to reaching the organizations goals. All amendments and additions must be approved by majority vote.

* All amendments will be voted for on the second reading.
